Hong Kong national security police raided two independent bookstores last week — Have a Nice Stay in Prince Edward and Greenfield Bookstore in Mong Kok — arresting five people aged 30 to 59 on suspicion of displaying and selling publications with "seditious" content under Article 23. The charge carries a maximum sentence of 10 years. All five have been released on bail. One woman, escorted out in a black T-shirt reading "I am a bookstore employee," became the inadvertent icon of the crackdown. The T-shirt slogan went viral on Taiwanese social media within days. Booksellers, lawmakers, and activists adopted the hashtag "I am a bookstore employee" on Threads. Taiwan's president, Lai Ching-te, wrote on Facebook: "Ideas and words should never be silenced by political pressure." DPP legislator Wu Pei-yi accused China of "burning books." The solidarity campaign is real, but the structural follow-through is another matter entirely. The book at the center of the storm is Emily Feng's Let Only Red Flowers Bloom: Identity and Belonging in Xi Jinping's China, an NPR journalist's examination of Xi's ideological control. Reports that the book was among the seized titles triggered a run in Taiwan. Acropolis Publishing ordered an emergency reprint of 10,000 additional copies. Independent bookshops in Taipei — Touat Books, Kuo's Astral Bookshop — sold out completely. "Before this, hardly anyone paid attention to it," said Touat Books owner Chang Hui-ju. Customer Wu Jia-xuan put it plainly: "The fact that it had been banned only made me more curious." This is the third wave of bookstore arrests in recent months. Book Punch owner Pong Yat-ming and three staff were arrested in March for selling a Jimmy Lai biography. Hunter Bookstore owner Leticia Wong was arrested in June for allegedly selling seditious titles and receiving "remittances from foreign political organisations." Have a Nice Stay had announced its closure the day before the raid, citing financial difficulties and "unclear red lines" — the authorities have never specified which books are illegal. Another independent store, Elmbook, is closing its physical location. Both Elmbook and Luck Win Bookshop were reportedly banned from the annual Hong Kong Book Fair. Hong Kong security chief Chris Tang offered no clarity, saying only that booksellers must ensure their books are lawful, "just like merchants selling food have to make sure their food won't make people sick." The analogy is revealing: it frames ideas as potential contaminants requiring prophylactic removal, while refusing to publish a list of banned titles. The chilling effect is the point — uncertainty forces self-censorship more efficiently than an explicit index ever could. The deeper story is the gap between Taiwan's rhetorical solidarity and its policy apparatus. Lev Nachman, a political scientist at National Taiwan University, notes that DPP politicians find it "very easy to use Hong Kong as a way to frame what will happen to Taiwan" under Chinese rule, but actual support — refugee intake, institutional commitments — has been "shallow." Beijing's 2019 crackdown on Hong Kong is credited with galvanizing DPP voters to elect Tsai Ing-wen in 2020. Over 80% of Taiwanese reject the "one country, two systems" framework. Hong Kong functions as a political warning for Taiwan's electorate, but the warning has not yet produced durable policy infrastructure for those fleeing it. The death earlier this month of Lam Wing-kee — the Hong Kong bookseller arrested by Chinese authorities in 2015 who escaped to Taiwan and reopened Causeway Bay Books in Taipei — underscores the fragility of this refuge. His shopfront is now covered with notes, flowers, and cans of beer. A student from Fujian province, visiting a Taipei bookshop to find Feng's book, said the Hong Kong news kept her awake until 2am: "In mainland China, none of this would come up on your feed. It was quite a shock." Taiwan is now the last place in the Chinese-speaking world where books circulate without Communist Party censorship. Whether it builds the institutional resilience to remain so is the open question.
